1美國復合材料標準
1.1 概況
在纖維增強塑料(復合材料)領域,ASTM標準化水平最高,ASTM的D30委員會(復合材料)、ASTM的D20委員會(塑料)中的D20.18(增強熱固性塑料)、ASTM的D20委員會(塑料)中的D20.23(增強塑料管和耐化學設備)開展纖維增強塑料(復合材料)標準化工作。ASTM的D30委員會已制定了75項試驗方法標準,有6項標準正在制定;ASTM的D20委員會中的D20.18已制定了18項標準;ASTM的D20委員會中的D20.23已制定了35項標準,有4項標準正在制定。
ASTM的試驗方法標準幾乎完全覆蓋當今復合材料的性能表征和測試,絕大多數為全球最先發布,得到全世界的普遍認可和采用。ASTM的產品標準以管道、貯罐、拉擠型材為主,產品標準側重于結構設計、原材料和工藝控制,較好地體現復合材料制造的特殊過程,比較科學合理。
在美國,除ASTM外,其他的協會、學會也發布所使用的復合材料產品標準,并具有很高的權威性,如美國石油學會(API)、美國水行業協會。
1.2 ASTM(美國材料試驗學會)
19世紀80年代,為解決采購商與供貨商在購銷工業材料過程中產生的意見和分歧,有人提出建立技術委員會制度,由技術委員會組織各方面的代表參加技術座談會,討論解決有關材料規范、試驗程序等方面的爭議問題。1902年美國材料試驗學會(American Society for Testing Materials)成立。隨著其業務范圍的不斷擴大和發展,學會的工作中心不僅僅是研究和制定材料規范和試驗方法標準,還包括各種材料、產品、系統、服務項目的特點和性能標準,以及試驗方法、程序等標準。1961年該組織又將其名稱改為延用至今的美國材料與試驗學會(American Society for Testing and Materials, ASTM)。
ASTM是美國最老、最大的非盈利性的標準學術團體之一。經過一個世紀的發展,ASTM現有33669個(個人和團體)會員,其中有22396個主要委員會會員在其各個委員會中擔任技術專家工作。ASTM的技術委員會下共設有2004個技術分委員會。有105817個單位參加了ASTM標準的制定工作,主要任務是制定材料、產品、系統、和服務等領域的特性和性能標準、試驗方法和程序標準,促進有關知識的發展和推廣。

1.3 API(美國石油學會)
API是ANSI認可的標準制定機構,自1924年發布第1個標準開始,API現在已發布了500個標準。API在美國國內以及在世界其他國家都享有很高的聲望,它是美國商業部和美國貿易委員會承認的石油機械認證機構。它所制定的石油化工和采油機械技術標準被許多國家采用,中東、南美和亞洲許多國家的石油公司在招標采購石油機械時,一般都要求佩有API標志的產品才能有資格參加投標。因此,擁有API標志的石油機械設備不僅被認為是質量可靠而且具有先進水平。已制定的復合材料產品相關標準有:

2 國際標準(ISO)
國際標準化組織(International Organization for Standardization)簡稱ISO,是世界上最大的非政府性標準化專門機構,是國際標準化領域中一個十分重要的組織。ISO的任務是促進全球范圍內的標準化及其有關活動,以利于國際間產品與服務的交流,以及在知識、科學、技術和經濟活動中發展國際間的相互合作。它顯示了強大的生命力,吸引了越來越多的國家參與其活動。
在國際標準化組織方面,有二個分技術委員會開展復合材料領域的標準化工作。一是ISO/TC61/SC13(復合材料和增強纖維分技術委員會),TC61/SC13為TC61(塑料)下的一個分技術委員會,負責復合材料和增強纖維標準化工作。ISO/TC61/SC13共發布了44項復合材料材料標準,其中有2項半成品標準(片裝模塑料SMC和團裝模塑料),1項基礎標準,其他均為試驗方法標準。ISO的試驗方法標準的技術內容與ASTM標準和我國標準基本相同,但發布時間遠遠落后于ASTM標準和我國標準。ISO/TC138/SC6(增強塑料管和管件分技術委員會)共發布了29項管道和管件的相關標準。
第二個是ISO/TC138/SC6,TC138/SC6為TC138(液體輸送用塑料管、管件和閥門)下的一個分技術委員會,負責增強塑料管和管件的標準化工作。ISO/TC138和ISO/TC61達成協議,塑料管、管件和閥門相關標準均由ISO/TC138負責。TC138/SC6已制定的標準有:
